Ministry of Transport and Communications responds to statements of the Mayor of Center Andrej Zhernovski concerning electronic public bidding for the construction of facility for temporary housing of the municipality of Centar.
Below follows the integral text of the response of the Ministry of Transport and Communications
We wonder what kind of affair is mentioning the mayor Zhernovski when the overall procedure for disposal for this location is performed electronically and is in accordance with legal regulations, it is implemented in a transparent manner, each can have look at the completed bidding.
Unfortunately, we can conclude that even today, the Mayor of Centre has spent on coming up with media sensation in a try to attract the attention of the public, rather than dealing with the activities and projects to improve the lives of the residents of the municipality of Centar.
We want to inform the public that prices for sale of construction land, owned by the Republic of Macedonia is set according to “Regulation for the Procedure of the sale and lease of state land owned by the Republic of Macedonia” and are depending on the location and purpose of construction.
In order to attract new investment and to stimulate development of tourism, even in September 2010 the Government provided the initial cost of public bidding for the sale of undeveloped land, which according to detailed urban plan envisages construction of temporary facilities accommodations or hotels to be one euro per square meter throughout the state.
This location is expropriated by public auction where all interested investors who meet the requirements of the public announcement published in the print media and the internet can apply. The price of 61 MKD per square meter is just starting bidding price and the final price will be determined by the interest in the market, i.e. how many people will apply for public bidding. For the expropriation of this location, only one company was reported as best bidder.
Mayor of Center should be familiar with the legislation in the field of civil engineering and urban planning and should begin to distinguish between land that is intended for the construction of hotels and temporary accommodation and construction of buildings for commercial activities, such as “Vero Centre” which was mentioned by him as comparison.
We ask the Mayor of Center how many activities he has assumed in order to improve the economic development of the Municipality Center and how many new investment he has provided for municipality where he is Mayor?
With regret, we can conclude that the mayor Zhernovski, in the past 8 months while he on this position, after every successful public bidding for the construction of new facilities, or bringing new investments in Municipality Centar, instead of supporting them, he holds press conferences and gives statements which can only deter investors and prevent the implementations of new investments.
