Draft amendments to the Election and Criminal Code, on which yesterday an agreement was reached by the government and political parties, are now part of the amended agenda of the Commission’s sessions on the political system and relations between communities and the Legislative Committee.
Amendments to the Election and the Criminal Code are part of the agenda of the Parliament’s 82nd session, on shortened procedure.
According to the agreement, in the election period there will be separation of the state from the party, building starting is forbidden, placing key-stones, opening facilities built with budget funds. For violation of this decision, a sentence of six months to one year in prison is provided.
The Minister of Finance duty is to issue the financial payments in election period and to provide electoral financial report on all planned and realized revenues and expenditures in the budget. For violation of this decision, as agreed, a sentence of six months to one year in prison is provided.
It is also agreed the Ministry of Internal Affairs to perform updating of voter lists four times a year and to make a special statement of people staying abroad on the election day, as well as the parties may request a correction of voter lists.
Donations are limited to EUR 50,000, including media broadcasters to provide balanced media coverage and state authorities’ regular activities reporting in the electoral process should not be in favor of any political party.
The Amendments to the Election Code determine journalists, editors, presenters not to be allowed to participate in political parties’ campaign activities.
